Our Boards of Directors are an important part of our best practice model. Victory Human Services and each of its subsidiaries are governed by a Board that provides responsible stewardship of the people and resources that have been entrusted into our care. The Boards provide direction to ensure that the activities of the organization move forward in a manner consistent with our mission and values.
Chaz Fisher, Esq.— Chairman
Chaz R Fisher Esq. has been on the Victory Human Services board of directors since 2006. He is currently Chairman of the Board.
The state of Massachusetts presented Chaz Robert Fisher with a law license in 2004 after he graduated from Suffolk University Law College. The State of New York and Florida also presented Chaz with law licenses. Chaz is very much engaged in community events and issues, seats on a few other boards in Massachusetts and Florida. The main practice focus is on Real Estate and immigration law.

M. Jenkins Bawoh– Vice Chairman
Mr. Bawoh is the President & CEO of BMA Capital Management. As the CEO, Mr. Bawoh is responsible for the strategic direction of the firm and the development of strategic partnerships and alliances with investors. His core competencies include:
Business planning and review,
Counseling on financing programs
Negotiation of lending terms
Creation of complex financial modeling
Market/industry analysis and
Operational analysis and evaluation
Mr. Bawoh has formerly served as Vice President—Premier Client Management at Bank of America and President of BMA Mortgage LLC.
Mr. Bawoh brings business acumen and new perspectives to our board and also a member of the VHS Financial Oversight Committee.

Francis N. Thomas - Chairman FOC
Mr. Thomas holds a Master of Science in Finance from Bentley University and is a lifetime member of the National Association of Black Accountants (NABA) where he has also serves as President of the Boston Chapter from 1994— 1996. Mr. Thomas has been accredited with establishing impactful programs for NABA Boston students to include securing half-tuition scholarships at Bentley University and the annual Bentley Business Bowl. He is also the co-founder of the Adopt-a-School program, a financial literacy high school outreach effort in the Boston Area.
Mr. Thomas is currently the Deputy Commissioner of Administration & Finance at the City of Boston’s Commission on Affairs of the Elderly; a position he has held since 2004.
Mr. Thomas is an active member of the Sierra Leonean community, is international chairman of Wanword Foundation, Inc. and serves on the board of directors of the Society for the Advancement of Sierra Leonean Americans in Massachusetts.

Mr. Allen holds a Bachelor of Science Degree from the College of Engineering at Harvard University. Since graduating from Harvard in 2006, Mr. Allen has held various positions at Proctor and Gamble to include; Process Engineer, Senior Engineer and Project Manager for a $100 million product line expansion and Engineering Manager and Global Electrical Engineer Manager where he delivered a multi-million dollar supply chain project to increase volume and a multi-million dollar global savings program for the Tide business.
Mr. Allen is currently the Program Manager: Global asset management and capacity planning at Proctor and Gamble in Boston where he manages over $50+million annual global capital budget for equipment obsolescence remediation.
His community involvement includes the Margaret Fuller House (non-profit in Cambridge) where he holds the position of Treasurer and Finance Committee leader.

Ms. Savage is the former Vice President of Philanthropy at the Brockton Visiting Nurses Association where she was responsible for the establishment, sustainability, and growth of the viable Philanthropy Office. While at the Brockton VNA, she developed, implemented and steward a Planned Giving Program, The 1904 Legacy Society.
Ms. Savage has also held various positions at Massasoit Community College to include: Executive Director for College Advancement, Director of Development and Alumni Relations and Interim Director of Development and Alumni Relations. While at Massasoit, Ms. Savage served as an advisor to the president, trustees, and Foundation Board members on fundraising process and in this capacity, worked on obtaining various sponsor levels for annual Gala, Golf Tournament, and Arts Festival.
Ms. Savage brings a much needed fundraising skills and ideas to the VHS organization and is very well respected and connected to the Brockton community.

Dr. Wendy Haynes
Dr. Wendy Haynes holds a Ph.D., Law, Policy & Society from Northeastern University where she was the only student in history of the program to achieve a 4.0 GPA. Dr. Haynes also holds a M.S., Public Affairs/Public Management, Public Affairs & Community Service Program and a B.S., Interdisciplinary Degree in Social Sciences, University of Oregon.
Dr. Haynes has served in a variety of management, supervisory, and analytical capacities in the Mass Office of Inspector General, a public watchdog agency charged with preventing and detecting fraud, waste, and abuse in the expenditure of public funds.
Dr. Haynes has had a long history of administration and leadership experience at Bridgewater State University (BSU) while serving in a full-time, tenured faculty role. She is the current Interim Assistant Provost for Global Engagement and Senior International Officer at BSU. In this capacity, she provides university-wide leadership in advancing global engagement initiatives across all levels of the University.
Dr. Haynes is also the Principal of Haynes and Associates, an independent management consulting firm specializing in leadership and supervisory training, program evaluation, regional planning for affordable housing.
